DHgate Offers No Help as Customer Faces Huge Customs Fine for Jewelry Order

I purchased a product through DHgate, order number 316740287240, which included a bracelet and earrings, valued at around $22. When the product arrived in Turkey, even though I filled out the customs duty declaration form, the product wasn't delivered to me for about a month.
During this time, I was contacted both by phone and email on behalf of the customs directorate, and I was told that I needed to pay a tax debt/penalty of around $280 for a product worth around $22. Even though I made it clear that I hadn't received the product, that I didn't want it, and that I was requesting it be returned, I'm still being pressured into paying this penalty.
Even though I reported the situation to both DHgate and the seller, all I got back was a "we're sorry" type response, with no actual solution offered for the problem. I haven't been able to get my product, nor have I received any support regarding this exorbitant tax/penalty demand.
I don't want to pay this kind of penalty for a product I neither received nor was delivered. I'm requesting that DHgate fully cancel this order, refund the amount I paid for the product, and provide the necessary support to have this unjust tax/penalty debt removed if it's still showing on this order.
