Citroen Berlingo Steering Box Warranty Complaint

My Citroen Berlingo was diagnosed with a steering box problem during an authorized service check, and I was told it will be fixed under warranty. However, I was informed that the part is not accessible in Turkey and would have to be ordered from outside. It's been 1.5 months and the part is still nowhere to be located.
When I called Citroen Turkey, I was told that the item was still in the manufacture process in France and had not yet been dispatched. They agreed to provide an update on the status of the part in another 15 days. This is beyond belief!
Is it the lack of a steering box for a car manufactured in thousands by the PSA group, or is it the overly lengthy and complicated procurement process? We even pay more to extend the warranty to these companies. What type of warranty is this?
