Hiya Coins Were Added Before Payment Was Processed

While purchasing coins through mobile payment in the Hiya app, the coins were added to my account before any payment was actually processed. After these transactions, my Apple App Store account was locked. I have been unable to use the Apple App Store or perform any transactions for approximately 10 days.

I want these incomplete or incorrectly processed transactions to be properly charged and, at the same time, I want my Apple App Store account to be unlocked. I request that my issue be resolved and that my account be restored so I can use it normally again.
