Amana AC Inverter Unit ( Not Heat Pump ) Fan Cycles During Winter Season

Amana AC unit side discharge communicating concern. Why does the outdoor unit fan cycles during winter season when the thermostat is set to heat mode? My installer called tech support and all they say is that the unit has to stay powerd ON, no reason why . I installed this unit so it can save me on energy and having the outdoor AC fan cycle when there is no call for cooling it not realistic , some say its because the inverter produces heat, my unit fan runs when the outdoor temperature is below ZERO! Please provide the real purpose of the outdoor fan to run during cold weather, ( this unit is NOT a heat pump ) its the ASXS 6S 4810 unit combined with AMVC961005 cn air handler.
