Agoda Still Allows Reservations for Hotels Without An Agreement

On May 2nd, I booked a room at Bodrum Petunya Beach Resort using agoda.com. Upon reaching out to the hotel, they informed me that they do not have a partnership with Agoda and could not find any record of my reservation. I've reached out to Agoda multiple times through email about this matter, but unfortunately, I'm still awaiting a resolution. How does Agoda handle bookings with hotels that they don't have agreements with? I would like a refund for my purchase.
