Uber Drivers Won't Give Change and Won't Stop Talking

I have been using Uber regularly for about three months now, and I've been dealing with a serious problem — specifically around getting change back. Out of approximately 30 trips, only 2 drivers gave me my change. On every other ride, I was told "I don't have change," and I never got it back.
The amounts left over are usually around $1 to $2 per ride, and the money just disappears every single time. In total, I have lost approximately $12–$13 in change that was never returned to me. We already pay a commission on every ride — on top of that, being shortchanged every single time is genuinely harmful and unacceptable.
I pay by card most of the time, but I occasionally have to pay in cash, and the problem occurs specifically with cash payments. Drivers not carrying change puts passengers in an uncomfortable position where they feel pressured to let the driver keep it — and that is not okay.
On top of this, some drivers talk excessively throughout the ride in a way that becomes genuinely uncomfortable. They ask personal questions about my private life and persistently try to start conversations, which prevents me from having a calm and comfortable ride.
I am requesting that Uber clearly remind its drivers of the obligation to carry change, actively enforce this policy, and provide drivers with proper warnings and training on respecting passenger privacy and comfort. I also ask that Uber investigate my specific situation and follow up with me directly.
