Turkcell Overcharged for Service Transfer
I transferred my service at the Okmeydanı Turkcell branch on May 3, 2024, and was charged ₺750 for the transfer process. Additionally, they demanded over ₺500, claiming it was from 2016 and not visible on e-government platforms. When I tried to pay by card, I was forced to make a cash payment with statements like, 'We don't accept cards; you must pay in cash, or else the transaction won't go through and your debt will accumulate.' Despite switching to another operator, I was faced with a bill of over ₺766 labeled as "line transfer fee." All I did was transfer my line, yet I ended up paying over ₺2,000 in total. I demand an investigation into this matter and a refund if any excess charges were taken.

As of June 8, 2020, the lines of our customers who are marked as deceased according to the Mernis inquiry can be taken over by their users. In a new subscription, taxes are applied independently of your usage and package fees. Since the subscription information changes, taxes for a new establishment line are required. In new subscriptions or transfer processes, taxes are applied independently of your usage and package fees. These taxes are legally mandatory for telecommunication services. These taxes are the same for every operator and are updated as stipulated by the laws. You can review the tax fees and explanations. In 2024, there have been changes in the tax amounts as follows: * New Establishment Special Communication Tax: As of January 1, 2024, the Special Communication Tax will be applied as 400 TL per subscriber in the system. This tax is paid to the state in the first month for new subscriptions. It will be reflected on your bill by Turkcell in 12 installments of 33.33 TL per month as part of the campaign. • Wireless License Fee: As of January 1, 2024, it has been updated to 179.28 TL annually (14.94 TL monthly). This fee is billed in 12 installments for new subscriptions. This fee is listed under Other Taxes, Fees, and Funds on your bill. • Wireless Usage Fee: As of January 1, 2024, it has been updated to 179.28 TL annually (14.94 TL monthly). Dear Customer, The person who takes over the postpaid line assumes the charges related to communication services that have not yet been billed, subscription and additional service fees (roaming, early termination fees for campaigns, late payment interest, etc.), and all transfer costs arising from these transactions (New Facility Special Communication Tax, TGM license fee, TGM usage fee) as of the date they apply for the transfer and sign the Transfer Declaration Form. New subscription procedures will be carried out for the transferred line, and the taxes accrued during the initial subscription will be reflected in the first bill of the new subscriber. The person transferring the line must pay all bills issued before the date they apply to the dealer and sign the transfer declaration form. Debts that have not been billed by this date will be reflected in the first bill of the new subscriber. The new subscriber is responsible for paying the unbilled debts. Unfortunately, we cannot process any different transactions regarding the specified period. For prepaid lines, only the transfer costs (new facility special communication tax, TGM license fee, TGM usage fee) are paid by the transferee.
