Rentalcars and Booking Denied My Refund for Canceled Wheego Albania Booking

I booked a rental vehicle in Albania for the dates 25.07.2026–27.07.2026 from Wheego Albania through Rentalcars.com and Booking.com. Because I selected the vehicle pick-up time as 10:00 AM instead of 11:00 PM on the reservation, I requested a modification from Wheego. When I called Wheego to ask if this time could be corrected in the system, I was instructed to cancel the reservation and rebook, without receiving any proper warning about cancellation fees or policy details. Consequently, I canceled the original booking and created a new reservation for the same car.

As a result of this transaction, a total of 17,284.88 TRY (12,541.63 TRY for the rental car and 4,743.25 TRY for full insurance coverage) was charged to my credit card by Rentalcars.com and Booking.com. Despite canceling the reservation, only the insurance fee of 4,743.25 TRY was refunded to me, while the vehicle rental charge remained deducted from my card. Furthermore, upon arriving in Albania to collect the car, Wheego claimed that the insurance purchased online via Rentalcars.com / Booking.com was invalid, forcing me to purchase local insurance, which cost an additional 8,182.42 TRY for 3 days. Consequently, I was forced to pay a total of 38,008.93 TRY simply to rent a 2024 model Fiat Tipo for three days.

I strictly refuse to accept the non-refunded vehicle fee for a canceled booking, as well as the invalidation of the online insurance by the local provider. I demand a full refund of the withheld rental fee to my credit card and full reimbursement for the financial loss caused by the conflict between the online and local insurance policies. I request that this grievance be jointly reviewed and urgently resolved by Rentalcars.com, Booking.com, and Wheego Albania.
