Can't Follow Anyone on Instagram

My Instagram account has been experiencing technical difficulties for the past two days, and I have been unable to follow anyone. The following message is displayed: "We're limiting certain actions in order to protect our community." Even though I recognize the importance of taking precautions, this appears to be a mistake, as I have only unfollowed a private account and logged out of my account. I've been able to follow my own account, but I can't for the life of me figure out how to follow that specific person. How can we find a solution to this problem?
