Instagram Won't Let Me Follow Anyone. Persistent 'Request Pending' Error

I am unable to follow any individuals on my personal Instagram account. Whenever I attempt to click the 'Follow' button, an error message pops up, stating either 'Your request is pending' or 'You are unable to follow this account in order to protect your community.' A lot of my friends keep whining about the same problem, and it's not getting resolved. I've attempted to uninstall and reinstall the app, but the issue continues to persist. Please address this issue and resolve it as soon as possible.
