Hotmail Password Reset Issues and Inaccessible Account Recovery

My Hotmail account got locked because I needed to update my password, but the recovery code is being sent to my old phone number, which I no longer have access to. I’ve tried the email recovery method, and for the past week, I’ve been filling out forms, but I keep getting responses saying the information is insufficient, and no action is taken. All my important information is in this email, and I can't access it from any device. I can’t call support because there’s no phone number available. When I try to get help through the support page, it asks me to log in first—if I could log in, I wouldn't have this problem!
