Deborah 24Ore Eyebrow Marker Doesn’t Work on Eyebrows

I have never seen such a ridiculous product as the Deborah 24Ore Eyebrow Marker, shade No. 03. It colors my hand, but it does not color my eyebrows at all. When I press hard, it barely leaves any color, and when I lightly touch it, it doesn’t draw anything.

I bought this product as an eyebrow pencil, but it feels like it was made not to apply color at all. I honestly don’t understand it. If there is a specific application technique required to use this product, I would like to learn it. I am expecting assistance.
