Budget Delays 200 EUR Deposit Refund for Over 29 Business Days After Car Rental

I rented a car through Budget (confirmation number: 09138249TR1) via booking.com for a trip to Lesbos, Greece, from September 21-25, 2024. Upon picking up the car at the Avis office representing Budget on September 21, I paid a 200 EUR deposit, with a receipt provided. After returning the car in perfect condition on September 25, with a full tank and no damages, I was assured the deposit would be refunded within 14 business days. However, it's now been over 29 business days, and I still haven’t received my refund.
Despite contacting Avis in Lesbos by phone and email, I was repeatedly told to "wait patiently." Avis Turkey also stated they couldn’t assist and that Budget needed to handle the situation. However, when I reached out to Budget directly, I was unable to get a response; they advised me to email them, but no action has been taken. I am left with no option but to consider initiating legal proceedings to resolve this issue.
