Vodafone's Double Trouble: Overcharged and Unactivated Line

I recently bought two lines from Vodafone. One was activated and started working, but the other one never was. For four months, they kept charging us for the one that wasn't working. Even though we've called the call center many times to explain the problem, they just keep sending us from one person to another without giving us a solution. The most recent reason they gave us was that the barcode on the SIM card they gave us doesn't match the barcode on the line that is already working. How can they ask for money for a new SIM card that they didn't even send? It's not right! I want the charges for the line that isn't being used to stop and the SIM to be sent to me. If they can't figure this out, I'm ready to go to Consumer Court. Vodafone needs to fix this double trouble problem as soon as possible.
