Telegram Account Hacked After Phone Change, Can't Log In

I am writing because my Telegram account appears to have been hacked and I can no longer access it. Telegram has recently been banned in our country, and when I tried to use my account on a new Android phone, I realized that my account had been compromised and I was unable to log in. Around that time I also noticed a new email related to my account, which I did not authorize. The last time I had access to my Telegram account was last Friday on my iPhone. Since then I have completely lost access and I suspect that someone else has taken control of the account.
