PostNL Shipment Charged Both Sender and Recipient Service Fees

A package that was sent to me from the Netherlands already had its service fee paid by the sender, yet I was told in Turkey that I also needed to pay an additional service fee. This makes no sense. I have never encountered a shipping agency that requires both the sender and the recipient to pay service fees for the same shipment.

I expect the responsible authorities to resolve this issue and provide a clear explanation. Otherwise, I will file complaints with the appropriate authorities.
