PostNL Charged Both Sender and Receiver Service Fees for One Package

A package that is being sent to me from the Netherlands already had its service fee paid by the sender, yet I was told in Turkey that I also need to pay a service fee in order to receive the package. This makes no sense. I have never encountered a shipping agency that requires both the sender and the recipient to pay a service fee for the same shipment.

I expect the responsible authorities to resolve this issue and provide a clear explanation. Otherwise, I will file a formal complaint with the relevant authorities.
