Google Blocks Payment Method Update Over Deleted Bank Card Requirement

For approximately two years, I have been experiencing a serious issue with my Google Turkey payment profile. Because my payment profile has been suspended, I am unable to update or change my payment method.
There is an old bank card listed on my profile that I added about 10 years ago, which no longer exists. Google requires me to upload a statement for this old card in order to add a new payment method or update my existing one. However, this card has been completely closed for years, and I no longer have access to the card or any related statements.
As a result, I cannot add a new payment method, and since my storage is full, I am unable to purchase additional storage through Google. When I contacted Google support via email, I was directed to a page where I could upload identification and account documents. However, providing a statement for this old card is impossible, as it was canceled years ago and no records are available.
I request that my suspended payment profile be reactivated without requiring a statement for this outdated card and that this obsolete payment method be permanently removed from my account. This would allow me to add a new payment method and continue purchasing storage.
I kindly ask that my situation be resolved as soon as possible, taking into account that it is not possible for me to provide the requested document.
