Azimuth Airlines Customer Service Didn't Inform Charter Flight Visa Requirement

I purchased a ticket for an Azimuth Airlines flight through Obilet.com for a journey from Russia to Uzbekistan. Upon flying to Russia, I was asked to present a visa at the airport, and I explained that I did not have one. Contacting Obilet.com customer service revealed that this ticket was for a charter flight, and they do not allow refunds or changes. Why don't they warn about this when purchasing such a ticket? My money has gone to waste, and I feel deceived. Utter disappointment. I want my money back as soon as possible.
