Apple Subscription Error Blocks Refund Process

Due to an oversight on my part, I inadvertently subscribed to a few apps through Apple, and the company has since placed a hold on the funds in my bank account. Despite the fact that I canceled, I was sent an email stating that a refund was processed; however, the hold is still in place. It is difficult to locate a number for Apple Turkey that can be reached. The currently available numbers are not responsive. I am trying to find a solution.
