Apple Confiscated My App Store Balance and Locked iTunes Account

Apple company confiscated my balance in the App Store. Even though I contacted customer service, they locked my iTunes account and do not allow me to use the money inside. First they try to open it, then they say that this account cannot be opened, get a new membership. There is 1327 TL in the old membership.
