UPS Keeps Ignoring My Scheduled Delivery Time

For about a year now, I've been running into the exact same problem every time UPS delivers to me. When I place orders online, I specifically select a 2:00 PM appointment time for delivery — it's the only window when I can actually be home, so I always make sure to choose it.Despite that, my packages keep going out for delivery at around 9–10 AM, and since nobody is home at that hour, the delivery fails every single time. My scheduled appointment is completely ignored, this has happened over and over, and at this point it feels like it's being disregarded on purpose.What I'm asking of UPS is simple: actually honor the appointment scheduling system. My packages should only go out for delivery within one hour before or after the time slot I selected — no exceptions. I want UPS to acknowledge the ongoing inconvenience this recurring failure has caused me and make the necessary adjustments to fix it.
