UPS Customer Service Is Down, The System Is Broken!!

My shipment did not reach its receiver due to an insufficient address, and it was shown as delivered when I tracked. I tried to reach UPS Türkiye by customer service +908502550066 but there was only voice messages. I could not change the address because it shows delivered. To this point everything is acceptable for me, but after numerous trials I finally reached someone named Ms. G...m, and she directed me to rate her after our conversation. What is shocking that instead of pressing nr 1 to confirm rating the customer service and UPS, the voice message asked me to press "L". What is it? Not funny if it was a joke.
