Autopilot Not Working Properly on Tesla Model Y

I received my Tesla Model Y on September 9, 2023, with all the features included. I made the payment in August and headed out for a work trip. When I got back, I was surprised to discover that even though I had paid for it, the Full Self-Driving (FSD) feature and the Summon call weren't functioning as promised.
When I called the company, I was completely taken aback by the response. The representative stated that Full Self-Driving was not feasible in Turkey. When I asked about the reason behind selling us cars with these features, their response was quite surprising. They said, "If you want, you can return the car within a month of purchase and get a full refund."
Unaware of this and away on a business trip, I missed this opportunity. It's absolutely outrageous for a brand to act in such a manner, tricking its customers and withholding vital information. I would greatly appreciate any guidance on the appropriate authorities to consult regarding this matter.
