Telegram One-Time SMS Fee Blocks Account Access

I have been unable to log in to my Telegram account for approximately one month. When I try to log in using my phone number 05********73, a “one-time SMS fee” screen appears. However, when I proceed, I receive an error, and neither is the purchase completed nor am I able to access my account.

I simply want to use my Telegram account normally and be able to log in without any problems. I am asking Telegram to investigate the issue caused by the one-time SMS fee screen and the subsequent error and restore access to my account without requiring me to pay any additional fees.
