Telegram Account Recovery: Transfer Chats to New Number & Refund Premium

I used Telegram with the phone number +27 73 056 8*** and later changed to a new phone and a new phone number. Since I can no longer receive SMS or messages on my old number, I am now unable to access my old Telegram account and its contents. When I try to log in, Telegram says that a message with the login code has been sent in Telegram to the old account, but I cannot open that account anymore because I do not have access to the old number. At the same time, I have been shown an SMS fee screen and an offer for a one‑week Telegram Premium payment during this process, which has added to my frustration. My clear request is that all my chats, data and any active Telegram Premium balance or benefits on the account be moved to my new phone number, and that any related Premium charges that I paid but could not properly use because of this access problem be refunded.
