Illegal Action From TEB Bank To Blue Card Holders

I am a customer of Turkish Economy Bank (TEB). I cannot benefit from the Public Offering system because I have a blue card. Although I have all the rights of a Turkish citizen constitutionally and legally (except voting and being elected), I cannot understand why they keep me as a foreigner even though I have a blue card. As can be seen from the link published by the Ministry of Foreign Affairs that I will paste below, this is an illegal practice. I don't want any privilege. I want to benefit from all the opportunities that are given to me within the framework of the law and that are my right, without stretching or forcing.
