Go to Google's Account Recovery page and enter your Gmail address. Then, keep clicking "Try another way" until you see options that you can use.

Use a device, browser, and location where you've already logged in, and be sure to give accurate information when asked (old passwords, the estimated month you created your account).

Google will use other signs linked to your account if 2-Step Verification doesn't work and you don't have any backup codes. You can still get in through that same flow.

For work or school Gmail (Google Workspace), ask the super admin of your domain to make backup codes or regain access. If you can't find that, follow Google's steps for recovering your workspace.

Once you're back in, run Security Checkup and add several second steps, such as a backup of your phone, the Authenticator, the hardware key, and new backup codes that you store offline. So, there won't be any more lockouts.

Do you have another way to solve it? We'd love to hear from you in the comments.
