My Domino's Order Was Rejected as "Distant"

I placed an order at the Domino's Incek branch, and they claimed it was too far, asking me to add extra items to the order. If it's too far, then why include our area in the delivery coverage? Were my previous orders not delivered to the same location? It feels like they're making arbitrary decisions about whether to deliver or not.
