Is There a Way to Recover My Alipay Account and Access My Transactions?

I lost my cellphone, which had my Alipay account, and at the same time, I forgot the login details for my existing Alipay account. I want to register a new number, but I cannot do so because I have not deleted the old account. I need to find a way to make transactions through the Alipay application. Is there any solution to recover my account or register a new one without deleting the previous account?
