My €500 Western Union Transfer from Germany to Turkey is Stuck for 3 Weeks

I'm a new customer with Western Union. I tried to send €500 from Germany to my bank account in Turkey. The transaction wasn't approved, and I was told I needed to speak with upper management. I've called 20 times but haven't gotten any results. Customer service representatives keep offering different excuses. It's been a full 3 weeks, and the money neither goes through nor comes back, and no solution is being found. I don't plan on working with this bank again.
