Starbucks Oromocto Java Chip Frappuccino Missing Chocolate Syrup

Today at the Starbucks in Oromocto, I ordered a Java Chip Frappuccino. The drink I received had no chocolate syrup and tasted more like a plain milk and chocolate chip shake than the Java Chip I was expecting. When I mentioned this to the staff, they told me that the drink does not come with chocolate syrup, even though my understanding and past experience with this beverage are that it should include it to have the proper flavor. I found this response unsatisfactory because it did not address the quality issue with the drink I was given. I request a refund for this order, as the product I received did not match what I reasonably expected when ordering a Java Chip Frappuccino.
