Not Able To Cash Out My Money For A Year

I have been using the Prime Opinion money survey app and I currently have a balance of $13 in my account. For over a yea...r now, every time I try to cash out, I receive a permanent “Too many attempts, try again later” error on the reward screen. This happens whether I select PayPal or a physical Visa
