FedEx Not Returning Package Stuck In Customs And Blocking Refund

I ordered cosmetics from a company in Japan called “Ichiban Mart.” The shipment was sent via FedEx, and my package with tracking number 398168416831 has been held in customs since February 3.
FedEx informed me via email that I would need to pay a very high customs duty fee, otherwise the items would be returned. I clearly responded by email stating that I do not want to pay this fee and that I want the package to be returned. Despite this, the return process has not been initiated, and the package has not been sent back to the Japanese seller.
The company I purchased from, Ichiban Mart, confirmed via email that they will issue a refund once the items are returned to them. However, because FedEx has not started the return process, I am unable to access either the products or my refund, leaving me in a difficult situation.
I request that FedEx immediately return the shipment with tracking number 398168416831 to Ichiban Mart and provide me with written confirmation regarding the return process.

In the phone conversation I had with FedEx, I was told that my items are waiting at the depot; I sent the documents by email, but I still haven't received any response and the return process hasn't taken place. My refund request has also not been answered; the process is very slow and proceeding indifferently.
