Europcar Deducts Money From Credit Cards Without Adequate Explanation

I rented a car from Europcar in France. But when I paid the money and went to the Europcar office in Lyon airport, they said that there was no vehicle in the category of the vehicle I rented, they asked me for an extra fee for the higher class vehicle, I had to accept the low-class vehicle they suggested in order not to stay at the airport with suitcases and 2 children. I wrote this situation as a Complaint on the Internet. Then Europcar took 45 Euros from my credit card. I was told verbally that this money was a traffic ticket, but when I asked for a document, they sent me an invoice showing that it is "Administration fees fines" were recorded. They did not send the traffic receipt, so naturally, I think that this money was money deducted from me upon my complaint. If there is a traffic ticket, shouldn't the document be sent to me without my request? The essence of the matter is that if you rent a car from Europcar, do not complain even if you are not satisfied, there is a 45 Euro penalty.
