Vodafone and Apple Not Refunding Unauthorized Charge for Game I Never Purchased

On September 9, a $66 game purchase was charged to my Vodafone mobile line without my knowledge or consent. I do not use any Apple products, and I did not purchase any game or app. This transaction appears on my bill under headings such as “mobile payment.” I have never made or authorized any mobile payment or third-party purchase on my line before.
As soon as I noticed the issue, I contacted both Vodafone customer service and Apple. However, neither party provided a solution to resolve my situation, and both insisted that I must pay the charge. My mobile line is fully registered under my name, and I had absolutely nothing to do with this transaction.
I request that this unauthorized charge be canceled, that my issue be fully resolved, and that the necessary precautions be taken to ensure this does not happen again.
