Steam Rejecting To Refund The ETS2 DLCs That I Played Only to Try

I bought ETS2 on Steam on 01.08.2023 and wanted to return it and refund on 05.08.2023. As all ETS2 players know to better understand the game, you need to try mods and see the details in the game. I didn't like it after I tried DLCs. I opened a ticket for refunding. However, Steam rejected it due to playing time. They said I played 15 hours and to return the game I need to play less than 2 hours according to the refund policy. It's unfair. Most of the time doing your own setting is taking 1 hour. I'm playing with the wheel controller and I'm doing so many settings. Also, I was trying to install the mods. Most of the time the game is crashed and I need to try another setting in order to play properly. Anyway, to sum up, they rejected my refund and now they are happy not me. I have more than 15 years old account but it's enough for me. I'm going to Epic Games.
