Complaint Against Unfair and Misleading Policies at Starbucks Coffee

On 27 February 2025, at 5:30 PM, I visited the Starbucks branch at Kaşmir AVM in Ankara with my pet dog, a small Poodle weighing around five kg. After placing my order, I sat down and remained there for an hour and a half. Later, when I approached the counter to place a new order, the cashier informed me that I could not sit inside with my pet, citing an impending inspection by municipal authorities. Since it was after working hours, such an inspection seemed highly unlikely. Moreover, no municipality in Ankara has the authority to impose such a restriction on cafés and restaurants. When I pointed out that this claim was false, the cashier suggested that I speak with the manager. I called the manager and requested an official statement confirming this alleged municipal regulation, as I intended to file a complaint. The manager came to speak with me in person but changed the justification, this time claiming that the restriction was imposed by the Ministry of Agriculture. However, the Ministry of Agriculture has no such regulation and does not have the authority to enforce such a rule. I again pointed out that this claim was false and asked to see the relevant regulation. At this point, the manager asserted that it was an internal company policy and that they were not obliged to disclose it. If there were an official regulation issued by the Ministry of Agriculture, it could not be classified as a private company policy. This suggests an attempt to manipulate government institutions to justify their own actions. Furthermore, when I arrived, an American girl who is our neighbor had already been sitting in the café for some time. She and her family speak Turkish, but as their native language is English, they primarily communicate in English. They were not asked to leave or informed of any such policy. When I inquired about this inconsistency, I was told that it was because they do not speak Turkish. By that logic, I could have simply claimed not to speak Turkish to avoid this restriction. Such discriminatory behavior is unacceptable. Additionally, stray cats were sitting inside the café, even occupying seats, yet this was not considered an issue. This blatant double standard and their attempt to misuse government authorities to justify their actions are completely unacceptable, and I wish to formally lodge a complaint regarding this matter.
