SHEIN Order Shows Received But I Did Not Receive Yet

I placed two orders on the same day, April 6, 2024. One order shows that it has been delivered, but I did not receive anything, while the other one indicates that the logistics provider is experiencing a resource shortage. The emails I received also stated that I have two orders: BUFZA6043193307YQ and BUFZA6041455507YQ. My question is, how can they allow someone next door or anyone else to sign for an order without consulting the person who placed the order first? This is my second time placing orders, and I did not have this problem the first time. These were two big orders, so I really need assistance, please.
