My Identity Used for Fake PayPal & Discord Transaction

I would like to express my dissatisfaction with a PayPal account that was created in my name on 06.02.2024, and a transaction of $9.99 that was made through Discord. I got an email regarding this transaction even though I have never had any interactions with this brand before. I wonder who could be responsible for this? It's disappointing to see a company of this caliber have its reputation compromised by such behavior. I kindly ask for prompt action to be taken in this matter. After doing a quick search on Google, I observed a rise in similar grievances. Furthermore, I insist on receiving an immediate refund for the unauthorized deduction made from my account.
