Cerave Moisturizer Leaves My Face Flaky and Peels Off Without Absorbing Properly

I use the Cerave moisturizer as a base before applying makeup, hoping for a smooth, hydrated look. Instead, it just sits on my skin without absorbing at all. My face ends up looking flaky, as if my skin is peeling off, with dry patches everywhere. It leaves a layered, cakey residue that won’t blend in, making my skin appear dull and textured. This moisturizer even seems to oxidize, turning darker on my skin. How can anyone use it like this? I trusted Cerave to provide real hydration, not layers of unabsorbed product. I expect Cerave to address this issue, as I can't keep using a moisturizer that only worsens my skin’s appearance.
