Turkcell Roaming Charges Applied Despite No Network Service Abroad

I am writing to object to the total roaming charge of 4,500 TRY, calculated as 500 TRY per day, which has been billed to my Turkcell mobile line ending with 2882 for the period I was in Iran starting from 3 July and for the nine days during which my Turkcell SIM was turned on. During this time, I was not able to make or receive any phone calls and did not receive any SMS messages, other than Turkcell’s own automated system notifications. Due to a technical infrastructure failure and network incompatibility between operators in Iran, no functional telecommunication service was actually provided to me, even though my line was technically active. Despite this, Turkcell appears to have registered automated voicemail responses generated by the local Iranian operator as if they were answered calls on my line. These system‑level responses, which I did not initiate or knowingly accept, triggered the daily roaming packages and led to me being charged 500 TRY per day for a service that was never effectively used or established. In addition, I strongly object to the fact that the daily 500 TRY roaming package was activated by default on my line without my explicit permission or prior consent. If there is any paid package to be used abroad, I should first be clearly informed, asked to approve the purchase, and explicitly accept the fee; otherwise, charging me automatically for such a package is not acceptable. When I contacted Turkcell customer service, I was informed that only one day of these roaming charges could be refunded and that I was expected to pay for the remaining eight days. I find it unacceptable to be charged for a service that was not functionally available to me due to operator‑side technical and compatibility issues beyond my control. The total charge in dispute, 4,500 TRY, appears on my unpaid July invoice, which currently shows an amount of approximately 5,000 TRY with a due date of 3 August 2026. I request a full waiver and refund of the entire 4,500 TRY roaming charge that was triggered by these automatically registered, non‑user‑initiated connections and by the default activation of the daily roaming package without my explicit consent. If this issue is not resolved and the unfair charge is not fully cancelled, I will escalate the matter to the Information and Communication Technologies Authority (BTK) and to the Consumer Arbitration Committee, and I will present my invoice and call records as evidence of the lack of actual, usable service during the billed period.
