Unauthorized PayPal Transaction Complaint

Lately, I came across a transaction on my account that was made via PayPal, but I have no recollection of it. I understand that PayPal is not allowed in Turkey. Although I might have created an account before, I can't quite remember. However, I did receive an email notification about a transaction. Basically, I don't know anything about this at all. Given the circumstances, it's important to note that I did not receive or currently have any of those funds.
