Google Couldn't Verify My Identity After I Tried to Recover My Gmail Account

I totally forgot my Gmail password, and with two-step verification turned on, it sends a code to my old phone that I don't even have anymore. What a hassle! I attempted to use the "try another way" option to send a code to my recovery email. I managed to enter the code, but the reply I got said I should expect a response in 30 days. When the response finally came in, it stated they were unable to verify my identity. It’s really annoying because I did everything right and gave all the info needed, but I still can’t get back into my account. I thought Google would have a more seamless way to handle something as crucial as recovering an email account.
