Call of Duty Mobile Store Error 1301 — Why Visa Payments Keep Failing on Android

I have been trying to purchase a CP package for Call of Duty: Mobile through the official store at store.callofdutymobile.com on my Android phone, but I have been unable to complete any payment for a long time. In the past, alternative payment methods like Papara were available, but now only Visa appears as an option — all other methods have been removed entirely.
Because my bank rejects payments on this site, I previously used Papara without any issues. After Papara was removed, I tried paying with Visa, but the transaction gets declined before I even reach the card selection screen, and I consistently receive an "error 1301" message. This problem has been ongoing without interruption for several months.
When I contacted the support team, they told me the issue would be resolved as soon as possible and brushed it off, but months have passed without any meaningful improvement, and the error persists. Despite wanting to spend money in the game, I am completely unable to make any payment due to technical and payment infrastructure failures.
I am requesting that the Papara payment option be reactivated and that the issue causing Visa payments to fail with error 1301 be permanently resolved.
