Paycell Charged Google Play Purchases to My Turkcell Bill Without Consent
On October 8, 2026, the Paycell “Charge to My Phone Bill” service was activated on my Turkcell line, 0530 *** ** 86, without my knowledge or consent. Five Google Play transactions were then made for TRY 244.99, TRY 2,400, TRY 800, TRY 800, and TRY 729.99, totaling TRY 4,974.98. I discovered these transactions through Paycell SMS notifications and my Turkcell billing details, which clearly show that the Google Play purchases were charged to my phone bill. Two transactions totaling TRY 1,529.99 were subsequently canceled, as confirmed by Paycell SMS notifications. I dispute the remaining TRY 3,444.99 that continues to appear on my bill.
I use an iPhone and have never made any purchases through Google Play. When I installed the Paycell app for the first time, I discovered that an account had apparently been created automatically and that the email address “rahme.d***@gmail.com,” which does not belong to me, was registered in my profile. I suspect that Paycell or Google Play connections associated with the previous owner of my phone number may still be active and linked to my line. I request a detailed technical investigation of this possibility.
On October 9, 2026, I received an SMS from Financell stating that I had an available credit limit of TRY 250,000. On the same day, a Turkish Credit Bureau (TBB) Risk Center report that I obtained through the e-Government portal showed a consumer loan application submitted in my name. I did not submit or authorize this application. I request clarification as to whether any loan has actually been issued in my name and which identity verification procedures and channels were used to submit the application.
I spent approximately three and a half hours speaking with representatives at 0850 622 60 60, 0850 222 20 20, and 0850 200 05 32, but I received no concrete explanation of how these transactions occurred or how they were authorized. Due to my serious security concerns, I also requested the cancellation of my Turkcell line.
I request that Paycell, Turkcell, and Financell refund the disputed remaining amount of TRY 3,444.99 and provide written confirmation that the canceled transactions have been correctly reflected in my bill. I also request a technical investigation and a detailed explanation of the authorization procedures used to activate the “Charge to My Phone Bill” service and process the subsequent Google Play payments. Please provide the relevant Correlation ID and Request ID for each transaction and completely remove any suspicious or incorrectly linked accounts.
Furthermore, I request a comprehensive investigation of the application submitted through Financell, the correction of any resulting errors, and written confirmation that no loan or debt has been created in my name as a result of these events. I also request that all mobile payment authorizations associated with my phone line be disabled, my Paycell account be terminated, and my personal data that can legally be erased under Türkiye's Personal Data Protection Law (KVKK) be deleted. All technical records and transaction logs related to these incidents must be preserved as evidence.
Finally, I demand a clear written explanation, based on the relevant technical records, of whether there has been any authorization failure or security vulnerability within Paycell's infrastructure. My Paycell complaint reference number is 201383025.
