eBay Seller Refused Refund After Returned Package

On September 26, I purchased a product called “Tobot Z” on eBay. When the package arrived, I was unable to accept delivery for certain reasons, so the shipment was returned to the seller without being delivered to me. Even though the item was not received and was sent back to the seller, the $123.20 I paid has not been refunded.
I contacted the seller about this issue, but the seller blocked me and I was unable to communicate further. I was also unable to reach eBay support, so the process is completely stalled. At this point, I have neither the product nor my money.
I am requesting that the full $123.20 for this undelivered and returned order be refunded to my credit card immediately and without any deductions.
