Shinyforce Has Not Shipped My Order After Nearly One Month

I placed a clothing order through Shinyforce on February 21 and paid approximately $94 by credit card. My order number is 40354. Despite nearly a month passing, as of today, March 18, my order has still not even been shipped.
When I contacted the company on March 3, I was clearly told that the product would be shipped within a few days. However, after that date, none of the five messages I sent received any response. The product is not being shipped, and as a customer, I am not being informed in any way. This situation represents both a serious inconvenience and a highly unprofessional approach.
At this point, I no longer want any delaying responses. Either my order should be shipped immediately and delivered to me, or if the product will not be sent, the full amount of $94 that I paid must be refunded to me without delay. Otherwise, I will pursue my legal rights.
