Payoneer Charged $30 for a Card Advertised as Free

I requested a Payoneer card that was clearly advertised as free of charge. Shortly after the card was delivered to me, $30 was deducted from my account without my consent or any prior notification.
It has not even been one month since I received the card, and I have not used it at all. During the application process, it was explicitly stated that the card was free, so I do not accept this unexpected $30 charge. Reaching customer support has also been extremely difficult, and so far I have not been able to speak with anyone regarding this issue. My Payoneer account is registered under customer ID 82837128.
I request that the $30 fee charged for a card that was advertised as free and never used be canceled and fully refunded to my account.
