With Brussels Airlines, paying for a seat doesn’t guarantee that the exact seat number you picked stays yours.

Tthe fee buys you a seat category (like window/aisle or extra legroom), and the airline can change the specific seat number for operational, safety, or aircraft-change reasons without owing a refund.

If you’re simply moved within the same category for these reasons, their terms say no refund is given because you still receive the service you paid for.

However, if the airline cannot rebook you in the same seat category you originally paid for (for example your Premium/Extra Legroom category no longer exists on the new aircraft or route), then the seat fee is refundable.

You should apply for the refund through Brussels Airlines customer service or the Service Centre with your booking and payment details.
